Poor communication between the Power Tailgate Control Unit and the Tailgate Closer Unit.

Cause and Solution

Loose or poor connections between the Power Tailgate Control Unit and the Tailgate Closer Unit
Open or Short between the Power Tailgate Control Unit and the Tailgate Closer Unit
Faulty half latch switch, replace the Power Tailgate Closer Unit
